A powerful person circulates downstream,
all the world is hers in which to make friends,
all the world is for women.

Women, in order to quiet victorious men,
act as the subordinate in order to create calm.

Thus a great power listens to small states,
And submits to them to gain power for themselves;
Small states under a great power
submit to such power to gain power (protection) for themselves.

Maybe because submissives get to choose (the safe word),
others choose to be lowly in order to rule.

A dominant state does no more than long
to double its livestock and people, while
a submissive state does no more than long
to serve its people.

Man contains both sides: the dominant and submissive state,
and both will obtain what is desired, if, and only if,
the dominant state learns to abase itself to the submissive.
